Designing a product does not necessarily mean it can be manufactured, and even if it can be manufactured, it does not guarantee the capability for mass production. This is why many major semiconductor companies have abandoned manufacturing and turned to outsourcing. Cost is a superficial factor; the real internal issue lies in the disconnect between manufacturing capabilities and design, making it impossible to bridge the gap.

The narrative is "design" and not "production". There is a huge difference between a designing a product and the ability to produce that product.

Tape out 3nm is no much more difficult than 5nm or 7nm. The key is which fab is going to manufacture for them.

The problem isn't designing a 3nm chip, Xiaomi, Huawei, Alibaba etc all probably can. The issue is f.a.b.r.i.c.a.t.i.n.g these chips. And since they are barred from TSMC and Samsung's foundries, and SMIC is barred from accessing ASML's EUV photolithography equipment as well as other companies cutting edge fab equipment, they won't be able to realize these designs in high commercially volumes.
It has been suggested that using DUV quadruple or possibly even quintuple multipatterning small quantities of very low yield and very expensive 3nm and 5nm chips could eventually be made for military and government purposes in a few years. But each additional multipatterning step increases defect rates making quintuplke patterning extremely expensive and commercially unviable.

Recently, "Shanghai Microelectronics Equipment" applied for a new EUV patent, and China may have successfully developed a domestic EUV lithography machine. With this ‘guarantee’, Xiaomi dares to spend heavily to develop 3nm chips. Xiaomi knows very well that the United States is unlikely to allow TSMC or Samsung to help the company mass-produce 3nm chips. If it rashly spends a lot of money to develop 3nm chips without ‘guarantees’, once TSMC or Samsung refuses to mass-produce it, it will definitely suffer big losses!

So who is going to help mass production of the 3nm chip from Xiaomi under cost wise. That is the question. You can even design 1nm chip but noone has the technology to mass production of such chip. Creating sample and prototype chip is different from mass production process. Under semiconductor standard, the minimum to consider as mass production is 1 million for quality chips per year. otherwise the wafer factory is just doing charity for the client.

That's the benefit of Taiwan not being part of China because Taiwan is able to access U.S. technology, and China is able to poach Taiwanese workers. If Taiwan became part of China, Taiwan's access to U.S. technology would be cut off, and China's poaching of Taiwanese workers wouldn't yield any benefit.
