one trick, tell everyone you are a surveyor, and this is a theodolite, or you are doing work for a Debt collector (cars in the driveway), might work?
one idea, take the shot at night, then do a "joinder" picture, use red gels on a studio flash, to highlight the sign, ie to put the red into it, or do the shot, and hand colour it, or add the neon effect in photoshop, with the scan afterwards.

G Gordon kiddy said his.job during the Watergate conspiracy which sent him to prison was to shoot.out street light in front of the democrat's psychologist office. He used a high end air pistol. Maybe you should get a high end air pistol to shoot out street lights.
