Would all of these places also file the ppp forgiveness application? And when do you need to file for the forgiveness?

I have opened my business on Dec, 2019, meaning I was in operation on February 15, 2020, but was NOT in operation between Jan 2019 and Nov 2019. In this case, can I understand that my maximum PPP loan amount is generally equal to 2.5 times
my average monthly payroll costs incurred in January and February 2020? Or should I take the payrolls for 2019?

Applied for PPP Loan through SmartBiz on the 14th... This is my first round as the first go round, i only applied for the EIDL loan, through sba website directly, and was approved there 100k, paid back 10% of that thus far. Im now at pre-approval of 70k for PPP Loan at Smartbiz, app still in stage 1 (Finalize) 2 (SmartBiz Review) 3 (Bank Review) 4 (Funding)... Kinda concerned, as it took 2 days to get my initial funds from app submission to funding with the eidl .... So is this normal with online broker lenders like SmartBiz? Has anyone actually been funded this round yet?..
