Those alignment placks should have a some mechanism that after you put the tape measures in you can put a rubber band or flap something to stop them from coming back out so if your by yourself you can put them in then can go to the other side without worrying about them falling back out when there isn’t tension on them.

It is possible that the transfer venturi isnt working so you run out at 1/2 tank instead of using both sides of the saddle tank. It seems common when people do drop in pumps they mess up the venturi, especially if they broke the sending unit... How much fuel did it actually take when "empty" after being pushed off the track? That will help you tell if its the venturi or truly just thirsty.
