How To Change Folder ICON in WINDOWS 10

I've done all that but when i go into my folder the picture disappears why

after 10 minutes the icon goes back to the default windows 10 folder icon, do i have to change the icon every time now? that will be a huge headache :(

what if we want to transfer the folder to some other device along with the icon.
i used to do it by adding the icon inside the folder and then setting a path for the icon which would be general, no matter where you take that folder, but now cant just recall it
