Can you beat max difficulty Oblivion at level 1?

I remember playing this game when I was 9, all I did was run around on the easiest difficulty with broken armor killing Goblins.

That's actually my biggest cheating method
I train my skills and level up to max my atributes, but every time I hit level 5 I do "Player.setlevel 1"
that always makes it really easy
The reason is because Oblivion turns ridiculos above level 17
The handicap raises soooo much, you'll have thrice enemies, specially inside oblivion gates and you'll be breaking swords like they're made out of bamboo, 'cause every enemy is way too tanky

I think the biggest challenge would be:
Can you beat Oblivion's main questline at level 40 plus MAX difficulty?
I think that'd be nearly impossible

The clanfear is insane because of the stun lock it’ll put you in. Basically every. Single. Time. Easily one the most unintentionally broken enemies in the game

This is probably easier than beating it while leveling up

Before I watch video, he sat somewhere and leveled up conjuration skill. That’s the only way I did it. Summon a spider daedra or dremora king at the edge of the map and agro the enemy and just keep running and conjuring

The thing about the pronunciation of Atronach (which I say as Atronak) I have that with "Dreugh" apparently it is pronounced "Dreg"
If you know dutch or german I pronounced Dreugh as it was written, granted not even bethesda knows how things should be pronounced.

This is a trick question because Oblivion is actually the easiest when the player is kept at lvl 1. It gets exponentially difficult as you lvl up due to awful level-scaling system.

I never really understood this concept.
Sure, enemies scale with your level. Harder enemies spawn every few levels. But, by the end game you should be so OP that it doesn't even matter what spawns.
Playing against imps and basic enemies for the whole game sounds really boring and not challenging.

i am pretty sure beating it on level 1 is easir than leveling and scaling enemies exponentionally

isn't not leveling up like teoretically easier? I am not sure how leveling in oblivion works but you can still upgrade your skills but your enemies stays low levels.

You can still max out all skills and have ridiculous stats for a lvl 1 and as long as you dont sleep you wont level

The game scales to character level so all the enemies will be worthless as well...

I'm pretty sure npcs do deal 6× damage to each other in max difficulty so summoning or taking advantage of followers is probably the meta here.
