► PackFile Limit Adjuster when used in combination with a very old version of GTA 5 could cause this issue due to incompatiblity between them.

FIX:
► If you're using a very old version, like 1.0.350.1 or old, then you need to update your game

► If you encounter this error even after updating the game, then you need to run the game as an administrator

► Run the steam as an administrator
