Localization of impacted canine by Parallax or CBCT

In my eyes the canine has moved down and is therefore buccal, can you explain please

How do you layer arrived at buccally placed for the horizontal scenario, I don't seem to understand. The canine moved in the same direction as the beam I thought it should be palatal...??
