The amount of clones and twins was likely down to budget issues. They needed like an army but due to budget constraints, reused stuff and swapped outfits to make it seem like there were more

Technically a whole new killer Klown population was born from the popcorn. Debbie never officially kills any of the worm baby things, but even if she did, we know for a fact that a ton of baby popcorn was shoved into that dumpster that swallowed the employee. There is also a possibility that the other clowns lived. They had plenty of time to dip from the space craft before it blew. I think the only main clowns that are confirmed dead are Jumbo, Klownzilla, and Fatso, as we see their noses pop at different points. So who knows if the klowns still will wreak havoc upon the world.
