for me, i find it stupid that they can do serphian (correct me if im wrong) sans model,
but not dusttrust original phase 4.
like i don't get it.

your the first person to actually dodge an attack you physically touched it

to answer why is LB sans so strong:
phase 1-literaly not stronger just attacks in diffrent patterns
phase 2-knowing he is gonna die anyway he puts so much power into his attacks it would kill him anyway
phase 3-controlled by W.D Gaster he becomes even stronger as he gains his abilty and also at this point he is basicly a dead corpse controlled like a puppet so no restrictions of getting weaker overtime unless its gaster running out of energy

imagine being flung so hard to a wall you somehow clipped to the other end of the judgement hall...
