One of expected side effects of war on terror is the terrorist group using ordinary citizens as human shield specially when they are losing and their stress outgrow their motives.
Obviously they could use the aid to feed their terrorist fighters and may even sell aid to buy arms as was seen in East Africa Civil wars between government and Goreiela fighters.

Isreal should understand the terrorist group does not care if aid let in or not rather they want to tarnish the image of Isreal government and score marks on Diplomatic arena and creat a rift between Isreal and its allies.
