CBO and JCT Confirm the Debt-Driving Cost of Biden’s Plan to Permanently Expand Obamacare Subsidies for the Wealthy
WASHINGTON, D.C. – Today, Congressional Budget Office (CBO) Director Phillip Swagel and Joint Committee on Taxation (JCT) Chief of Staff Thomas Barthold responded to a letter sent by House Budget Committee Chairman Jodey Arrington (R-TX) and House Ways and Means Committee Chairman Jason Smith (R-MO), which requested a comprehensive analysis of the budgetary effects of making permanent the enhanced Obamacare subsidies – as called for in President Biden’s budget – which have gone to some of the nation’s wealthiest, including those making as much as $599,000 a year.

CBO and JCT reported that Democrats’ plan to permanently extend the expanded Obamacare subsidies would cost taxpayers $383 billion over the next 10 years. Furthermore, they confirmed high-income individuals will receive fully taxpayer-subsidized health insurance under the policy.

Just five years ago, annual spending on Obamacare subsidies was $57 billion. In 2024, annual spending on Obamacare subsidies is projected to more than double to $125 billion. Biden’s proposal to make permanent the expanded subsidies will continue to skyrocket as the cost of health insurance rises in response to the inflationary subsidies.

FEMA Faces Stormy Weather over Migrant Funding

In the devastating aftermath of Hurricanes Helene and Milton, the issue of how the Federal Emergency Management Agency (FEMA) allocates its money has garnered national attention. At issue is the agency’s funding of nonprofits and sanctuary city communities that assist migrants with food, shelter, and transportation, and whether that money was redirected from disaster relief aid intended for Americans.

Controversy arose after Homeland Security Secretary Alejandro Mayorkas recently revealed that FEMA does not have enough money to make it through the hurricane season. Claims then began to swirl that FEMA’s funds were being used to cover migrant costs, thus partially explaining why the agency was running low – which prompted both the Biden-Harris administration and FEMA to push back.

White House press secretary Karine Jean-Pierre forcefully denied that FEMA money being used for illegal aliens is hampering FEMA’s ability to respond to natural disasters. FEMA then developed a “Hurricane Helene: Rumor Response” page on its website with the statement that, “No money is being diverted from disaster response needs for border-related issues.”

But that’s not quite the whole story. In fact, FEMA does support migrant costs — to the tune of $650 million during fiscal year 2024. These funds were expended through its Shelter and Services Program (SSP), which provides “financial support to non-federal entities to provide humanitarian services to noncitizen migrants following their release from the Department of Homeland Security. The intent is to support CBP in the safe, orderly and humane release of noncitizen migrants from short-term holding facilities.”

Municipal recipients of migrant-specific FEMA grants this year include Washington, D.C., Chicago, New York City, Philadelphia, the Commonwealth of Massachusetts, and many others, all illegal alien sanctuary jurisdictions. In addition, dozens of nongovernmental agencies

Over the last four years, an unrelenting flow of illegal aliens poured across our borders, emboldened by open-borders policies, the promise of taxpayer funded benefits, and a lengthy stay in the United States. During that time, the Shelter and Services Program (SSP) was one of the most notorious programs used by the previous administration to provide services for illegal aliens.

SSP – run through the Federal Emergency Management Agency (FEMA) – awarded grants to nonprofit organizations and state and local jurisdictions to aid illegal aliens who were released into the United States. In addition to providing shelter, SSP has been used to offer many other benefits, including food, transportation, medical services, clothes, and translation services. According to FEMA, SSP is part of the Department of Homeland Security’s (DHS) “commitment to bolster the capacity of states, localities, tribes and nonprofit organizations receiving noncitizen migrants.”

In reality, under the Biden administration, SSP was openly used to facilitate illegal immigration. In FY 2023, Congress appropriated $800 million to FEMA to “support sheltering and related activities provided by non-Federal entities, including facility improvements and construction, in support of relieving overcrowding in short-term holding facilities of U.S. Customs and Border Protection.” Of that total, about $364 million went to SSP and another $333 million went to its predecessor program – the Emergency Food and Shelter Program-Humanitarian (EFSP-H) – which was in the process of being phased out. And in FY 2024, Congress appropriated an additional $650 million for SSP, sending funds to recipients in Chicago, Washington, D.C., Denver, Philadelphia, and New York City, as well as numerous non-governmental organizations (NGOs).

Unsurprisingly, some of SSP’s biggest recipients are sanctuary jurisdictions and NGOs that support reckless immigration policies. In FY 2024 alone, the NYC Office of Management and Budget was awarded over $81.4 million, and Catholic Charities – an open-borders nonprofit –more than $91.6 million. Additionally, two sanctuary jurisdictions – Chicago and the District of Columbia – were allocated $25.7 million and nearly $19 million, respectively.

An analysis by the Federation for American Immigration Reform (FAIR) of the most recent Census Bureau data reveals that at least 16.8 million illegal aliens now reside in the United States. This figure represents an increase of 1.3 million just since the beginning of 2022, and 2.3 million since President Biden took office in January 2021.

Along with the sharp increase in the illegal alien population comes sharp increases in costs to American taxpayers. The unprecedented rate of influx of new illegal aliens over the past year would add $12.6 billion annually to the costs of illegal immigration, bringing the cumulative net cost to at least $163 billion a year. At the current pace of illegal immigration, the annual net cost will exceed $200 billion by 2026.

California to Spend $8.4 Billion This Year on Health Care for Illegal Aliens
According to the California Department of Finance, the State of California will spend more than $8.4 billion on taxpayer-funded Medicaid health benefits for illegal aliens this fiscal year, over $5 billion more than initially estimated.

Last year, California became the first state to offer free, taxpayer-funded health care through Medicaid to all illegal aliens in the state. This expansion is proving far costlier than originally projected and is already straining the Medi-Cal program that vulnerable Californians rely on for health care.

Maryland Determined to Kill Off Critical Resource for Sheriffs and Public Safety

No one can say Maryland hasn’t done a thorough job of accommodating illegal aliens. Over the years, sanctuary policies have taken hold in this blue state’s various cities and towns, including all of Baltimore. Driver’s licenses and in-state tuition and financial aid are available regardless of immigration status, while powerful special interests have been allowed to institutionalize regional day-labor centers. If the objective was to establish itself as a preferred destination for illegal aliens, the state outdid itself; 361,000 illegal aliens including their U.S.-born children now reside in Maryland (costing taxpayers $2.9 billion annually).

For mass immigration advocates, however, it’s never enough and the job is never done. Thus, Maryland Democrats are busy with a new task – trying to kill off 287(g) agreements that currently exist in Cecil, Harford, Frederick, Carroll, Garrett, St. Mary’s, and Washington Counties.

287(g) — so named for the section of the Immigration and Nationality Act that authorized it — is a voluntary federal program that trains local law enforcement agencies to properly assist immigration officials. Over 425 agencies in the nation participate in one or more of three agreement types, all of which help local law enforcement identify and process incarcerated and removable aliens with criminal convictions or pending criminal charges.

The purpose of 287(g) is to enhance cooperation between local law enforcement and federal immigration officials, thereby ensuring that when illegal aliens are released from local jails, they are immediately taken into custody by Immigration and Customs Enforcement rather than being released back into the community. In short, the goal of 287(g) is to heighten public safety.

Maryland Democratic Delegate Nicole Williams disagrees. For her “The 287(g) program is a mechanism through which certain communities are terrorized and creates a fear of cooperating with law enforcement.” Williams is the sponsor of HB- 1222 (predictably euphemized as the Maryland Values Act), which if passed, would ban 287(g) agreements in Maryland by July 1, 2025.

Cathryn Jackson, public policy director of CASA, Maryland’s largest illegal alien advocacy group, joins Williams in parroting the tired myth that 287(g) reduces trust between immigrant communities and law enforcement. “No person is gonna call the police if that police officer is also an ICE agent. What we wanna do is make sure that people feel confident calling 911, making sure they’re reaching out if they’re victims of crime.”

Jackson’s statement is misleading because police are not usually interested in the immigration status of those who are victims of crime or who report crime. We reached out to Frederick County Sheriff Chuck Jenkins to confirm that. His department was the first in the country to enter a 287(g) agreement in 2008, resulting in the removal of 1,795 criminal aliens from the streets.

FAIR: “When someone volunteers information that would help in a criminal investigation, do you inquire about their immigration status?”

Sheriff Jenkins: “Absolutely not, never.”

FAIR: “If you did know or suspect that the person volunteering information about a criminal investigation was an illegal alien would you arrest them or call ICE?”

Sheriff Jenkins: “Again, absolutely not, never. That would make no sense and it would do us harm.”

FAIR: “Last question, sir. You’ve known a lot of sheriffs nationally over many years and they look to you for guidance on 287(g) best-practices. Have you ever heard of even one instance of a sheriff’s office questioning the immigration status of tipster, arresting, or calling ICE on one?”

Sheriff Jenkins: “Never.”

“Facts are stubborn things; and whatever may be our wishes, our inclinations, or the dictates of our passions, they cannot alter the state of facts and evidence.” Thanks to John Adams for that. Of course, while he didn’t know today’s open-border fanatics in Maryland, truth-denying in politics to advance self-interests is timeless.

Boston Mayor Spent $650,000 on Lawyers to Help Spin Sanctuary Policies

“Preparation is the key to success” is wise advice, as is the horribly alliterative “proper preparation prevents poor performance” — the latter is usually recited by eager-beaver managers and fiery drill sergeants. In anticipation of her recent testimony at the U.S. House Oversight and Government Reform Committee, Boston Mayor Michelle Wu took those adages to heart. Unfortunately, she went widely overboard with her preparation and it cost taxpayers plenty.

Mayor Wu must have suffered jittery nerves – and who wouldn’t if faced with the monumental challenge of trying to rationalize dangerous and costly sanctuary policies while under oath and penalty of perjury. Nonetheless, her preparations got way out of hand. According to Boston 25 News, Wu hired the high-powered New York law firm of Cahill Gordon & Reindel to help her prepare for the March 5 hearing, investigate the committee, and produce related documents… at $950 per hour. The prep sessions included not only staff from the Mayor’s Office, but local law enforcement and other senior advisors. In a statement provided to the news outlet, Mayor Wu’s office “expects a (final) bill of $650,000.”

Measles from Open Borders Puts American Children at Risk

Measles had been on the verge of being eliminated in the U.S., but – thanks, in part, to mass migration — the disease keeps being reintroduced by migrants from countries with less advanced healthcare systems. American children are particularly at risk, which increases as illegal aliens enroll their children in taxpayer-funded U.S. schools. Measles infections have been reported in 41 states, and at the current rate, U.S. measles cases will surpass those recorded in 2023. The U.S. Center for Disease Control and Prevention (CDCP) candidly states that migration is the main way measles enters the U.S., stating, “…we expect importations of measles cases into the United States to continue…” Sadly, our political leaders do little to stop these importations.

One example of the public health consequences of open borders was a measles outbreak at a migrant shelter in Chicago in March 2024. Four migrants have been infected, including two children. The city has been one of the worst affected cities by the current migrant crisis due to its sanctuary status that draws migrants. A team of CDCP experts has been sent to assist city authorities with the outbreak. Worryingly, 2,000 illegal alien children have enrolled in Chicago public schools, with between 40 and 50 enrolling in a single elementary school. As they enroll, they could place American children at risk of infection if not properly vetted and immunized.
