It isn’t like it is with Greater Lord Rudhekkhevata and Lesser Lord Kusanali both being Buer, because Kusanali is a reincarnation of Rudhekkhevata, while Beelzebul is Baal’s sister. The Raiden that rules Inazuma and killed Signora is Raiden Ei, and Baal is Raiden Makato.

(Actually, technically neither of the names, whether it be “Baal” or “Beelzebul” are correct, because the Raiden Shotgun is a puppet, and therefore not a god, but the puppet of a god while the god moves the strings onstage.)
