Back in the 90s teachers were allowed to diagnose kids with ADD, almost everyone had it basically if they acted out during their class, teachers were kinda dicks like that.

The thing about the ESRB is that now the kids have to get their parent's permission. There is no more "where were the parents?" when a kid plays a violent game like GTA or MK. People can't go after Ed Boon for what is in Mortal Kombat because the M rating was on the game case and the parent had to be there to buy it for their kid. It doesn't serve the intended purpose of stopping kids from playing it, but it protects the companies that make them, as well as the fines for selling to minors.
