Hello Luke, why is there a 'Data' dupliacte partition on Catalina? is there a way to get rid of? is it nescesary? any reason for that? thanks!

I realize this probably won't read. But is there a way to do pretty much the exact same thing, but to have a separate volume running Mojave? Since the Catalina update 32-bit apps are no longer usable(won't lie I am mainly worried about steam games). when I go to open the installer(which I got from the App Store) it says "This copy of the “Install macOS” application is too old to be opened on this version of macOS."

So im not sure how to get to the part where I choose where to install it. As you can probably tell I am far from technically inclined
