THANKS! Clearing the Software Distribution fixed my stuck at 0%. You are the only one who showed how to save the contents of the Software Distribution folder after stopping the software updates, in case things went south. unable to delete or rename te Software Dist folder. It says folder or file is still open but I've looked everywhere. I have closed everything I can in Task manager, closed all windows update services. Problem started after updating from Windows 8.1 to Windows 10. From that point it will not do updates. When I open the Updates windows it shows a bunch of updates trying to download and all of them sit at 0% and never move. I have run troubleshooter and SFC scannow, etc.

net stop - you don't need to do that from command line. Services did same thing from GUI.

SOLVED! If you're like me & your battery is completely dead so you just keep it plugged in all the time instead of buying a new battery: just take the battery out. That's all it took to start the download 😅
