Mental patients should and must be in a mental hospital - not on the streets or in gaol (a US favourite as gaol's cheaper than hospital). I'm pleased to say this is impossible in Germany. She'd be picked up by the cops and social workers and hospitalised. Takes 3 doctors as the Germans are ultra cautious for obvious reasons but no one mentally deranged stays on the streets.
