Because Raven has access to stuff like potentially accessing Trigon's power, and Phoenix has feats like being immune to existence erasure and basically just ignoring House of M's Scarlet Witch when she used her "No more mutants" spell that effected the entire Marvel omniverse.

I just guessing but Raven would win when she was supressed she wqs able to Handle Spectre to some extent though Spectre was also restrained like most of his fights while Jean even at Phoenix Force would get stomp by Living Tribunal n both Living Tribumal n Spectre are on par with each other

Both got statued almoat the same position, both are chaotic by nature. Both have similar powers

The Phoenix force contains all the power of all life that is and will ever be in the universe. Of course writers forget that every other time its used, but Death Battle will probably role out some weird math and while I know little about Raven since like 2004...eh, Zatanna and Swamp Thing both got god tier boosts at some point, so won't be surprised if Raven turns out to be like the left hand of the Presence or something.
