how to manually edit it frame by frame?

I'm following all these steps but when I go from the Tracker to the blur, it blurs the whole frame, not just the Pen selected portion. Any ideas?

Next time title your video “how to blur people” a person is not an object that half of the people that looked at your video didn’t help them. You basically just told us how to blur the person, not an object.

When I add selective blurring like this, the color-correction I already applied to the scene disappears from the shot and is only applied to the blurred area. Why does this happen? I want to keep the whole scene with the same color grading!
