The real way to fix this is go to your windows security and allow it in the portection history and restore the file. Pirated games usually get removed by windows.

Late comment but nothing seemed to work, even from this comment section, I was trying to run P4G on windows 11 and it kept saying steam_api.dll was missing, the file was inside the game files and system32.
I moved the dll inside the game files towards the game exe and got the option “open on P4G.exe” and once I did that, the game fired right up.
Hope this helps someone at some point
