Fallout4 Ghost ENB Test

Modding fo4 on pc for the first time and added the ghost enb, it looks great but i cant help but notice that when i scroll from left to right as shown in the video that it's kind of blurry. Is this normal? Is it the fps? i had max 144fps before the enb now i reach as low as 60fps. It might just be me but i cant help but feel somethings wrong with my game. any help appreciated.
