Considering the number of times France marched into or tried to annex German lands including the number of times they grabbed parts during the "interwar" period I am in no way surprised they were left out.
France occupying part of Germany after the war would have just perpetuated that endless cycle and caused more division in Europe while giving Germans a perfect thing to rally behind after France did something stupid there.
Besides Germany already lost most of their ports and ship building so the Brits didn't really care beyond not being inconvenienced more.
