I like Commissioner Calvert's thinking. The climate here isn't much different from 1,000 years ago. The urban development certainly is. I doubt this drought is over. This season's precip is a welcome relief. Something like the "priority checkup" Commissioner C is suggesting has probably taken place within the last ten years. Understanding how drought exacerbates flooding, and with consideration to slightly unexpected developments in the last 5 years, it is wise to move to take a snapshot and reassess now, than risk having to continue with plans that could later require remodeling, wasting costs. Tax increase? Perhaps a miniscule, temporary bond of some kind. If a quick, thorough survey could be covered by already existing grants it would be better. The survey doesn't have to be done immediately-immediately. Late summer would probably be best. Observation and accurate record keeping right now is essential. A personal survey for folks like us isn't a bad idea either. Mother nature was here long before we were. We get along well. She always learns from us, and changes some. So will we. But she will always be the boss.
