Nice build again, faithful recreation of the CP77 building. I really think your building skills are great, half the nightcity buildings are just unpolished. I think it lacks a bit of color. I know its supposed to be white to show that its sterile but its too white (also the one in CP77). Those upside down "V" shapes one both sides dont stand out enough to be noticed maybe use the green copper/prismarine and make those a little highlight. The entrance area is also too white maybe add a slogan or "Medcenter" or adverts for the next great cyberware there. Maybe add some machinery on the balconies, or some O2/water tanks or other gas/drugs the hospital might need. The banners inside the entrance arent visible from street level so you could place them on the prismarine in front of it so ppl can see it. The road entrance is also nice cause ppl might drive to the hospital themselves. I think if the hospital is corpo run then there shouldnt be any trash around it, they care about a nice and clean image. Another thing thats been on my mind is that you should add more horizontalness to your city. Maybe a way up to the roof of the entrance area and a way to jump up to the monorail, since its hanging from the rail mercenaries/hackers/thiefs use these to escape/traverse. Having parkour around your city would liven it up a bit more. It doesnt have to be usable in survival mode. Thats one of the things I was missing in CP77, parkour just goes very well with mercenaries/hitmen/thiefs anything of that sort and goes well with cyberpunk cause of all the pipes running on buildings/between them and ventilation etc. Jump pads might also be a nice addition (a sticky piston, some slimeblocks all of that surrounded by obsidian and a pressure plate to activate it)

You could also add skybridges between buildings or just alongside them so traffic doesnt need to halt when someone crosses the street. You can get better flow into traffic that way. You could also add maybe a monorail between buildings that share resources to operate. I know it is all theoretical as it doesnt work in minecraft but it adds to the flare of the city. A taxi service and maybe bus stops are nice to have aswell, cause monorails cant go everywhere. There are videos of just a person walking around cities in japan or china which give a nice cyberpunk vibe. They show nice lively sprawling streets with alot of adverts and neon lights, but also more narrow and rundown areas. Stewart Hicks makes great videos about architecture and is a great inspiration. I can recommend him "The Bewildering Architecture of Indoor Cities" video, cause theres alot of great cyberpunk/brutalism style buildings in there. Building an underground area for the city would be bad, cause you cant see it but you could add a second layer with shops and all of that for ppl walking so you separate traffic and pedestrians. Alot of asian big cities have those. Tokyo, Changchun, Seoul are great inspirations for cyberpunk cities. Brutalism is also a great source for inspiration. Soviet architecture is mostly brutalism. Control (game) has great brutalism architecture and the Metro game series aswell. Mirrors edge has great architecture and color placement in a cyberpunk setting.
