"relatively wealthy", the thing is if they are rich, you don't need this kinds of visa to migrate to other countries. if you are rich, you should have migrated ages ago not now! Easy question, Hong Kongers preferred to live their lives freely, without Communist rule of China which is making everyone's lives a living hell. I was civil engineer in HK and have trained to be electrician in UK and after become qualified, hopefully before the end of this year, me and my UK-met partner will move to Canada or Australia instead. Thankfully we don’t need to stay. By just reading the replies here. People can see one of the main reasons why we choose to move.

You should hop on boats crossing the Mediterrranean, then another boat from France to uk. Have no documents on you and claim to be central Asian - and the chances of getting years of free hotel lodgings, free food, and spending money will be quite high. I don’t understand why no UK subsidiary for international Trade skills sets when HK can also provide the new BR licenses for the globe marketing eco , including marketing research, IT support skills and service, AI programs and Apps development, art and designs adventures etc. why the gov in UK not offering BD Funds for the new projects development of HK British Chinese people in UK?

The young who feels that HK no longer suit their purpose should migrate to UK.
They bring lots of monies as well.
They make a very attractive group of migrants.
However , their English is poor , so they will end up driving a truck or Uber.
In ten years time …..they would be very angry and pissed that they are still driving a truck or Uber whereas their friends back in HK would get promoted to higher positions.
In twenty years time , they would be very shy to face their friends as they would still be driving a truck or Uber and their friends would be promoted to senior management roles in HK.
But they will get comfort that their children would have graduated from some good English universities and speak impeccable English.
These are the sad facts.
HK would weather the temporary downturn and rose to greater heights in a few years time.
