So, this work was already privatized. A company called Fluor Federal held this contract since 2013 with an extension in 2018. However Fluor is a well established large company with their hands in a lot of govt as well as private sector contracts. This company coming in now seems to be a mystery. Though I will admit I have not started digging into them yet.
