There's a small electric motor hidden behind the wheel, the motor's cord is hidden behind the frame holding the wheel (Hence why you can see glue holding everything stable at the base of the apparatus), and he's most likely got a wired speed controller in his hand which explains why you can only see his arm while the thing is moving (Hence the heavy editing).
