To get this weapon simply discard all items from your attaché case before opening the gate to the village, yes this includes healing items as well. Then head over to the well as shown in the video which usually has a grate covering it. No key required for the chest below, this also makes it so subsequent play through's Leon will have the TMP in his inventory from the beginning. Found by this lovely person on steam.
