I'm not an experienced powerpoint user, or with any Microsoft applications at all, so I apologize if this is a dumb question... but did powerpoint get updated recently or something?
Every tutorial I see has different UI as me, with mine looking much more modem. The arrow in the animation pane is completely gone in this UI, meaning I can't find the effect menu. Do you have any idea what's going on?

Very helpful - the only thing I don't understand...how to have it start from the previous slide. When I go back to the previous slide and then click to the one with the animated text, it's just showing the text, not the effect.

i cant find the timing between letters

I don't see the effect enhancements in my PowerPoint 2021 mac, so I can't animate the text. I used to have it in the older versions of PowerPoint.
