why i cant enter the portal to Vashj'ir its locked for me

For those who don't wanna waste time by doing Vashj'ir introduction questline,
You can just fly from Dun Morogh to there. Fly above the point and dive in.
If you don't have a swim form like druid or any swimming potion, it's gonna take a while reach bottom, but you can do it safely without drowning.
