To install Cephalon Cy in a Dry Dock, follow these steps:

Access a Dry Dock: Ensure you have access to a Dry Dock, either by building one in your Clan Dojo or visiting a Tier 2 or 3 Relay (Saturn or Pluto).
Research Cephalon Cy: Head to the research panel in the Dry Dock and initiate the Cephalon Cy research. The requirements will be displayed on your screen.
After installing Cephalon Cy, you will receive an inbox message from him, explaining the importance of the Railjack in combating the Sentients.
