I won't lie, BLJ'ing is a lot more difficult than I imagined. I've only managed to pull it off ONCE on my Virtual Console copy on my Wii. I think you have to spam the A button as fast as humanly possible while holding Z and the opposite direction Mario is facing to fling yourself up those stairs.
