It's not about the a1 ammo....all special NPCs like bosses have increased hp everywhere(including the head so 1 tap doesn't work even tho they don't wear any headgear)

All bosses have 100 HP on all limbs (viper has 200 on chest) so it would take 2 headshots from any assult rifle to kill a boss even if it has t6 you would need dumdum to 1 shot a boss to the head. Usually A1's are VERY effective against t4 and higher (season 7 buffed them way too much i 6 shot a t4 dude to the chesy and headshot a t5 dude to the helmet.)
