Who's the Real Petroleum Engineer?!

Hi everyone, is there anybody out there who can advice me on how I can get funding for my masters in Oil and Gas Engineering ? I am an international student in Malta. I have an offer for a masters in Oil and Gas Engineering, but it is too expensive for my reach...€19.000...The worth of all the assets of my whole family could barely value to a fifth of that amount, as I am the first person to attend university in my family, and even, I already have a 2:1 B.Sc in Geology and petroleum technology.
