Dude, coming from an experienced pot-stirrer, what you need to do is create a pdf file that includes all of your key points, statutes, case law, and just a general overview on the first page, then present a typed version of complaints or statements with appropriate citations, quotes, and images such as the screenshots of his comments. Include all relevant documents, if it's 20 pages then so be it, but print 10-20 copies off to hand out to council and audience members. Make your speech hit on the key points and frequently reference and wave around the document while speaking, but keep your speech unscripted but focused on your keypoints. Humans average about 150 words a minute speaking organically, reading while speaking slows us down alot. I'm a former toastmaster member, I enjoy public speaking.

Figure you have 450 words or about 3 minutes of live speaking that acts more as a trailer to what's in the document. Include in your document the avenue or procedure for anyone in attendance or online to follow to make a complaint in case they too are bothered by your allegations. Trust me, one complaint is great but when there's 20-30 complaints over the same thing then butt's get moving on an investigation.

Always make your last point how you intend to seek corrective action, i.e. lawsuit, state ethics complaints, filing a motion in common pleas court (in pennsylvania it's a remedy to some illegal acts taken by council), etc.

I'm not trying to tell you how to do what you do but I've been pretty successful and have single handedly stopped 3 city council meetings from even happening because of them not following state law and I forced the police department to shut down their Facebook page out of fear of a lawsuit.

City or county policy only applies to employees or elected officials. Its called policy and not law for a reason. Laws are created by the legislature, and then a bill is passed, and then it's voted on, and then it's signed by the governor. None of that happens with policy.
