West Just Missed This Entropy Balance Patch... KR Thaemine Balance Patch...

Recent Balance Patch implemented in the west are extensive but also incomplete. A few weeks ago, KR just implemented another small balance patch designed for Thaemine focused on Entropy classes. These changes unfortunately did not make it into the western version.
