I also like to ask if you have an idea on possible causes of the game crashing even at start or character creation.
I already did the guides that I've seen in the web but no luck so far.
Here is my PC specs for reference:
CPU: i5 10400
GPU:RTX-3060ti
RAM:16 gb 2400Mhz
Currently the game is on a hard Drive

Temps for GPU barely reach 80 and plays around 50-70

Ive a 3060, with 64gb ram and i7, but the game runs at 50 fps for some reason... my refresh rate is 165 Hz, but i just can not make the game function properly, its insane... like i refuse to lower resolution, my pc should handle this easily! Act 3 is pretty much unplayable for me, it runs at a 35-50 fps, sometimes goes below 20. Its insane...

I have an intel core i5 laptop please help me :((

lowering texture quality will barely change anything at all. If you meet the requirement then going to ultra will not take more performance than low. It all depends on the amount of available vram.
