When we were kids, the threat of a belt was enough to make us follow rules. When we were older, we didn’t fear the belt and were sent away. The problem with a certain percent of the US population was never made to fear the belt. What are your options when someone does not fear punishment for their actions? They’re stacked 3 high in an over crowded dormitory. You can’t rehabilitate something that was never learned.

Yes! This is what prison should be. It should be a deterrent. It SHOULD discourage people from wanting to return there. Prisons in the west are too cushy.
