Atlas was BANISHED to tartarus, not punished to hold anything YET. During the events of hades's wife (Persephone) rebellion in God Of War Chains Of Olympus, Atlas and Persephone conspire to plot the destruction of all the worlds (underworld/tartarus, mortal world, and olympus) by destroying the Pillars that essentially holds all of those world, preventing them from collapsing to each other.
After they successfully destroyed it, Kratos managed to chain atlas's hand to hold the earth from tartarus essentially replacing the function of the pillars, and then killed persephone.
