If a computer is not manually put into registry within SSCM then a hacker cannot get into the network? is that right?

Great illustration dude. Question: Do the client computers need to be actively turned on/connected to VPN for the compliance to run? If so, would SCCM deem any computers that are turned off to be non-compliant or would it not include that specific set of computers?
