This is exactly what someone running a hoax and wanting you to download a dangerous file would do...just saying.

A 4 minute video for what could have been 5 lines of instructions, and would have been simpler to follow.
No demonstration that it works, no demonstration of its credentials (download a random DLL from some unknown web site and put it in \Windows\System32? I don['t think so!), and no explanation of why the problem arose, given that it was probably working fine just a couple of days before.
