Also you can make the AI actually transform on their own now in battle, by editing the patcher settings. You can alter the chance that your enemy and partner use the transformation skill by altering the percentage at each bar of health. The higher the percent, the higher chance they'll use it. it's sorta hard to explain, but if you open the patcher, it pretty much explains how to do it.

Super(CC) Goku, in a full out battle, He colud go UI, But between SSJ4 Xeno Goku vs SSJB Super Goku (no Kaioken) i would say it would be a Draw or Xeno Goku would win

Goku ssj4 would win because the ssjb transformation takes up alot of stamina and Goku hasn't mastered it, Super Saiyan 4 has one down side; Goku loses control of himself but it's slight and it's an advantage in combat. To sum it up Super Saiyan 4 would outlast Super Saiyan Blue
