Another exception would be that we have to double the final 'l', even if the stress is not on the second syllable. E.g.:
cancel - cancelled - cancelling
label - labelled - labelling
model - modelled - modelling

A bit complicated, what about words that have more than 2 syllables and end in cons-voc-con?

The letter y isn't doubled either, say, saying, pray, praying.
