The Duchies of Cornwall and Lancaster are run like the Crown Estates as businesses. This saves us taxpayers paying for in the case of the Crown Estates the upkeep of the royal palaces (staff wages), transpiration and communications of working royals. In the case of the Duchy of Cornwall it pays for the Wales family expenses While the Duchy of Lancaster pays for the Soverign expenses.
If you do not own the land that a house, hospital, school etc is built on then you have to pay rent be it to central government, local government or some other land lord.
