+BulbFacts ... You don't show how you test. (In some videos you drive.) You don't show how you aligned your headlights. Did you align them for each bulb? The standard method for alignment does not suffice for each bulb. Every bulb does not give the exact same pattern. Every car/assembly does not give the same type/quality of pattern. How old are the headlight assemblies? Condition? Yellowed? Clear? Are the assemblies OEM or aftermarket? You need to actually do road tests with bulbs in new OEM assemblies, on different vehicles, AFTER each side has been aligned on an actual, dark road, with the same beam cut-off distance, because of the aforementioned. In other words, your videos can only be taken with a grain of salt.

For instance:

I just watched a video of the X-treme vs the CrystalVision. The CV's were whiter than the X's. The basic halogen is definitely not more white than either the X or CV. The X's are suppose to give a longer light beam, and be more yellow, and both are true vs the CV's. Which brings me to your charts. How do you get those numbers? From the manufacturers claimed specs? We know those are bogus or embellished, or even sometimes not stated. A good example of that is the ZXE's. For instance, the H13 headlight bulbs are not as white/bright as they claim. The 9145 fog, which would usually be matched with a vehicle running the H13, is not a color match for the H13, although both are suppose to be 4200 kelvin. Basically, the ZXE headlight bulb is more yellow than they claim and the fog light bulb is more blue. (The ZXE fog light bulb, in essence, is trash.)

Anyway, IMHO, for performance with halogen, the Philips X-treme Vision +100/130% is my pick.
If a person just has to have the blue tint, and sacrifice some needed light, the CrystalVision Ultra Bright White. (If you travel through a lot of rain or fog often, forget these and get the X-treme.)
Buying either as a set for headlights and fogs, the color will match nicely.

NOTE: Any of the more blue colored halogen bulbs will sacrifice needed light. Depending, basically, it's safety vs the so-called HID look.

I saw this video one day too late after I had already ordered these. Was wanting to replace my hid kit with a halogen bulb that was close to xenon (my truck has reflector headlamp housings and don’t want to blind other drivers). Decided to go ahead and give them a chance, yep just as you said. The before and after picture on the packaging is a joke. I will keep these for a little bit but I’m back on the search for a nice white/slightly blue halogen bulb. It’s just difficult finding one for a 9007 bulb.

I just want blue LED lights. I dont want them to be bright/illegal. Why can't I find something thats 6000k and 3500lm? Everything I see is 8000lm. Thats way to damn bright.

I know this vid is a couple yrs old but what better options do I have for "whiter" bulbs in H13/2008? I'm going for "looks" on a vehicle that gets driven occasionally. They don't make all the white ones you suggest in the H13. Thx

So would you please guide me if what I'm going to do is the right thing and it will be safe to my car ? either I want to know is this the maximum upgrade that I can get from the Halogen light or there is something higher ?

Could you list these by category? Halogens should (unless you're inconsiderate) be used in reflector assemblies so most of these lights aren't compatible because they'll blind everyone on the road.

Whats a good halogen replacement for the 2020 fusion? Looking for a brighter bulb to see farther down the road. Also the Fusion has a projector style headlamp.
