The amount of information that comes with being the main core is staggering. Caroline (GLaDOS) was calculated but still mad. Wheatley is manufactured dumb, so adding in the madness that comes with knowledge makes sense. The entirety of Aperture was run by morons throughout its life.

I'd like to think that Wheatley was a previous iteration/prototype for the morality core but after being deemed too faulty and unstable Aperture's scientists repurposed him for other duties

Thinking about it wheatly might be more difficult to make then glados because it's one thing to make a ai that is massively intelligent and manipulative but imagine making a ai purposely stupid that they are as stupid as glados is smart while still being a ai with the ability to learn and adapt, and even with access to the entirety of gladoses knowledge still end up dumber then the average adult

Its known that she was reactivated periodically, and in true scientific method, the engineers tried different cores, before sticking to the four from the first game. Wheatley was once a core on GLaDOS, but by the time everything went down, he was removed from her and put into storage with the rest of the cores, to be reactivated once GLaDOS was destroyed and the facility shut down.

Where is the Cake core?

Wheatley is not the Cake core. He was probably a failed experiment that was detached from GLaDOS before bring your cat to work day, because he wasn't strong enough to actually slow her down. Also, when you burn the Cake core, GLaDOS starts speaking all childish, meaning you destroyed her intelligence core, not the intelligence dampening core.
