why did you allow the construction of this illigal resort in the first place w/o the proper permits

nevertheless whether it is allowed or legal why, didn't you see the possible destuction of this UNESCO heritage site w/c is the most famous visited n reknown tourist area not only in Bohol but of the Philippines as well....and why did Boholanos who visited this resort allowed the construction of this resort w/c resulted in the destruction of the beauty of their place beforehand
