eu3 was great because of all the cool national, religious and tech policies you could research and use (that had some basis in historical fact), even though it was technically a military strategy game.  eu4 implemented them in a better way  choosing to focus on military strategy (which is what the game is supposed to be about). They should have a colonization 4/eu3 theme type of a game (with the same type of era start eu3 had)  except with more of a focus on the old world and not so much military strategy but more of a management game (NOT micromanagement tedium) (and all the cities should share resources so you could run a state and not a collection of city states).
