Can someone tell me why there are two traffic lights on the center island a few feet apart at every intersection? Is it for the pedestrians?

Beautiful and relaxing video. I was driving, motorbiking, cycling those streets for years till 2009 , i almost knew each bumps on those roads.
Best way to enjoy the city was on the sunday. The sunset on london bridge was always a show given the weather and clouds.
