Diana build changed due to item nerfs? New build vid with diana? (Storm Surge first now?)

I knew one trick with Diana. You could throw your Q with your E at the same time, and if your time it right you can land your E the moment before Q lands. Than Q applies its mark and resets your E cd, then you use your E again, it drops the mark and resets your E again, so you can use it third time.

It looks like a bug, so I'm wondering if it is fixed. I used it a lot when tank Diana jungle was a meta
